We are Agents of Change and Reform for the Child Welfare and Family Court Judicial System
At ReformCWN, we are passionate about advocating for the reform of the child welfare and family court system in New York. Our mission is to address the concerns of the Adoption and Safe Family Act (ASFA) and a need for it to REPEALED and REVOKED. ASFA is pro-adoption and that expedites Termination of Parental Rights when REUNIFICATION should be the permanency plan for families. We also tackle the systemic failures within Child Protective Services (CPS) ,foster care and Family Court.
We are dedicated to highlighting concerns such as high turnover of CPS in field offices, illegal removal of progress notes that supports parents progress and that compromises their court cases. We are also concern about the financial incentives that compromises the welfare of children in the system and Family Court.
Our focus is also to bring attention to the concerns of child trafficking through the foster care system, family court corruption, compromised custody cases by rogue Judges with judicial immunity and advocating for better support and resources for parents, family reunification and stabilization.
WHAT WE DEMAND, WHAT MUST BE DONE

A review of ASFA laws that assesses the gaps, barriers and systemic failure that impacts timely reunification of families.

A n UNCOMPROMISED Governmental Task Force that investigates and prosecutes the Criminal Acts of Trafficking children through the foster care system as set forth by 18 U.S. Code § 1591 - Sex trafficking of children or by force, fraud, or coercion.

The Administration of Children Services (ACS) to Utilize it's Accountability Office to not only address best case practices but to appoint Field Investigative Officer to thoroughly investigate all complaints filed by Staff in the foster care agencies against egregious unethical and or criminal acts of trafficking being forced upon them by managers.

Based on the findings of incriminating evidence, compromised and corrupt mangers, by Field Investigative officers, they should be disciplined, placed on suspension or termination as ACS funded organization.

Appoint and implement an independent council that oversees and demand accountability of the child welfare system in the county that it exist. The council will follow up on Whistleblowers Tips of internal trafficking in foster homes and residential settings.

The foster care agency should provide parents with intake information with 48 hours of the removal of their children. This includes court appearance, contact information of Parent advocate, case planner, supervisor, Director, VP of Permanency and how to file a complaint, Foster care agencies role and responsibilities, Role of parent advocates, Family Team conferences and family visits.

Reunification Preparedness workshop WITHIN the foster care agency under PREPARING PARENTS For REUNIFICATION and Parent Empowering Parent (PEP) workshops around parental Rights, Family Time Visits, co-parenting with the foster parent, stress management, communications skills and conflict resolution, navigating Family court, their role and responsibilities towards reunification.

All Foster care Agency Staff should be trained around supervising Therapeutic family visits of parent with mental health challenges. This should include pre and post conference around the family visits with the parent, as a strength based approach to improving Family time and that expedites reunification.

Foster care staff / Parent Advocates should also assist in weekly planning Family Time visits and court reports should reflect all the agencies strength-based approach in the agencies support of reunification of families around the family visits.

Foster care agency should complete free phone application for parents to give to foster parent to be utilized for scheduled virtual 15- 20 minutes phone or facetime contact with child/children specifically within the first 90 days of placement to minimize trauma by maintaining connection specifically for children 2 to 12 years old.

Foster care agencies to create and implement CO-PARENTING WORKSOPS separately for Foster parents and also for birth parents. This will assist in parenting relationship building between foster parents and birth parents.

Birth Parents should have the right to not have their children placed in an LGBTQ same sex couple home due to Birth Parents Religious beliefs and practices.

Foster care agencies medical department should implement a MyChart clinical portal so that parents can have access to child basic medical health summary and appointments so they can be involved in child's medical care and communicate with medical staff concerning medical diagnosis, consents and medication.

Foster care agency must implement workshops for youth educating them about child sex trafficking, knowing the red flags, recruiting, luring, grooming and reporting.

Foster care agency need to do due diligence to interview youth who are possible victims of being trafficked and provide information to law enforcement about their traffickers.

PHONE HOTLINE needs to be implemented on the state and local level to Tip off OCFS and the foster care agency of possible suspected trafficking of a foster care youth.

PHONE HOTLINE needs to be implemented on the State and Local level of the child welfare system to report suspected INTERNAL CHILD TRAFFICKERS within the foster care system.

PHONE HOTLINE to be implemented to that Youth in Residential settings can report Abuse by staff and TIPS on Youth Sex Trafficking.

Workshops on the DANGERS of Sex and Human TRAFFICKING be developed and streamline from OCFS specifically for Youths placed in Residential Settings and Foster homes

Report to the National Association of Social Workers any social worker within the Child Welfare system found to be guilty of the Criminal Act of Trafficking Children in the Foster care system for the purposes of revoking their licence to no longer work with children.

Impose CRIMINAL CHARGES on any social worker, child and youth family worker found to be guilty of the Criminal Acts of the trafficking Children in the child welfare system.

FINES, PENALTIES, SANCTION or Agency including agency CLOSURE of any foster care Agency found to be guilty of the Criminal Acts of Trafficking children through the Agency.

INCENTIVIZE Past, present and current Child Welfare Whistleblowers calling the hotline to report the crime of child sex trafficking within the foster care system

PHONE HOTLINE to be implemented to report suspected Family Court Judges and Family Court Attorneys involved in the Crime of trafficking of children through the Family Court System.

Impose penalties for the Criminal Acts of trafficking of children in the Child Welfare system and Family Courts and should include, discipline, suspension, dismissal. termination, being disbarred, removal from the bench and/or Jail time for the Criminal act of trafficking of children.
